5. however, Mr Malsch's case appears to be most deserving one, and as he will attain pensionable age in a year's time and intends to retire then, I venture to recommend that he be granted during the remainder of his service a personal and non-pensionable allowance at the rate of $600 per annum as recommended by the majority of the Committee.
Although I am opposed to making exceptions on principle, in view of the fact that Mr Malsch will attain pensionable age in a year's time, I have decided to do so.
